17 April 2026 - The Trusted Notifier Network (TNN) and Pengelola Nama Domain Internet Indonesia (PANDI) have formed a mutual understanding on combating DNS Abuse by formalizing a contractual memo on Online Abuse Mitigation on 17 March 2026. TNN is an organization bridging a global network of Trusted Notifiers and Internet Intermediaries. As Indonesia’s country code Registry, PANDI joins the trusted notifier network as an Intermediary to handle reports associated with .id domain name.
This collaboration represents a meaningful step forward in DNS Abuse handling. TNN’s approach to mitigating DNS Abuse drives a fundamental shift in how abuse reporting and disproportionate indemnities are currently handled. By joining the network, PANDI shows leadership in DNS Abuse mitigation by integrating the Indonesia Domain Abuse Data Exchange (IDADX) with a network of trusted notifiers globally.
PANDI sees alignment with TNN approach and methodology to online abuse mitigation. “As the biggest Registry in South East Asia, we prioritize proven, prudent, and effective processes to comply with Indonesia’s regulation on domain name abuse.” said President of PANDI, John Sihar Simanjuntak. In 2025, .id domain abuse statistics indicate that online gambling is one of the most prevalent types of online abuse, followed by phishing. Therefore, it remains crucial to broaden collaboration with experts globally to shorten the required time to review abuse reports and take action. “We acknowledge TNN for the collaborative work towards a better online experience. We encourage more intermediaries and eligible trusted notifiers to join us, especially those in Indonesia”.

The term “trusted notifier” refers to entities that have earned TNN accreditation through a rigorous qualification process covering domain expertise, internal processes, accuracy track record, and legal accountability. Such entities may include cybersecurity firms, law enforcement agencies, and civil society organizations.
Intermediaries, on the other hand, are internet stakeholders with a vested interest in combating abuse within their respective services. These include domain name registries, registrars, Internet Service Providers (ISPs), as well as other infrastructure and content providers across the Internet.
While the concept of trusted notifiers has long been recognized within the internet ecosystem, extending it into a framework that provides indemnity to intermediaries and reverses the unfair cost transfer of current abuse reporting and mitigation practices required an evolutionary step. TNN is that step.

About PANDI
Pengelola Nama Domain Internet Indonesia (PANDI) was established in 2006 and began managing second-level .id domains in 2007 under the auspices of the Indonesian government and the Internet community. In 2013, PANDI received redelegation from IANA, officially becoming the registry for Indonesia’s .id ccTLD. PANDI is a multi-stakeholder non profit organization comprising representatives from the government, Internet industry operators, and academia.
