.id Domain Name as a Domain Name with Indonesia country code, is the only Domain Name managed by a Registry which is an Indonesian legal entity to represent national digital identity. Therefore, PANDI as the .id Domain Name Registry has one mission to "develop the governance of Indonesian domain name management by involving the public and government in a transparent and accountable manner".

In order to develop good Indonesian Domain Name management governance, the development of a Domain Name Policy as a key instrument for Domain Name governance requires continuous public participation. This is also PANDI's implementation of the norms in the Regulation of the Minister of Communication and Informatics of the Republic of Indonesia Number 23 of 2013 concerning Domain Name Management (Minister of Communication and Informatics Regulation No. 23/2013) and the Decree of the Minister of Communication and Informatics Number 218 of 2023 concerning the Determination of Indonesia Internet Domain Name Registry (PANDI) as Indonesian Domain Name Registry (Minister of Communication and Informatics Decree No. 218/2023) which regulates that PANDI as a Registry has one of the obligations/tasks to formulate policies regarding Indonesian Domain Names.

Public participation is an important indicator in producing a good Domain Name Policy, because in essence, public has the most interest in implementing and obtaining harmonious benefits from the enactment of a Policy.
